CDCR Inmate attempts to murder officer at Richard J Donovan Correctional Facility

On December 28, 2024, at approximately 1800 hours, at Richard J Donovan Correctional Facility, Inmate Ramiro Alvarez attempted to kill a correctional officer working in culinary.

Inmate Alvarez was working in the culinary area of the facility when he approached the culinary officer assigned. Alvarez first stuck the officer several times with his fists and then used both his hands in an attempt to strangulate the officer. The officers survived the attack with impressions on Alvarez’ hands on his neck indicating the amount of force Alvarez was using in his attempt to kill the officer.

Responding officers used physical force to subdue Alavarez.

  1. under California law, it is “to use in the reformatories, institutions, jails, state hospitals or any other state, county, or city institution any cruel, corporal or unusual punishment or to inflict any treatment or allow any lack of care whatever which would injure or impair the health of the prisoner, inmate, or person confined.”35 Moreover, administrative regulations require that “[e]very employee, regardless of his or her assignment, is responsible for the safe custody of the inmate confined in the institutions of the department.”36
