California Department of Corrections and Rehabilitation (CDCR) officials are investigating the attempted homicide of a peace officer at California Institution for Men (CIM).
On Aug. 11, 2024, at approximately 8:30 p.m., officers observed incarcerated person Kevin G. Roby, 60, exiting his housing unit wearing only his boxers with no shoes. Roby ignored officers’ orders to stop as he continued walking onto the yard, where he yelled he would kill anyone left on the yard and pulled out an inmate-manufactured weapon in a sheath from his boxers.
Officers summoned a Code I response and formed a skirmish line. Without warning or provocation, Roby ran toward the skirmish line. Staff immediately responded and used physical force and chemical agents to restrain him and quell the attack. During the response, Roby used the inmate-manufactured weapon to stab an officer on the side of his head.
The officer was transported to an outside medical facility due to the laceration and effects of the pepper spray and was treated and released. Peer support services are being offered to employees.
Roby has been placed on restricted housing status and will be transferred to another institution. Officials have limited movement on the yard where the incident occurred to facilitate the investigation.
Roby was received from Los Angeles County on Aug. 24, 1988. He was sentenced to life without the possibility of parole for first-degree murder and rape/resist with force/violence, with enhancements for use of a firearm.
The case will be referred to the San Bernardino District Attorney’s Office for possible felony convictions. CDCR’s Inspector General has been notified.
